HR Business Partner

The HR Business Partner is a trusted advisor to our Singapore country leaders and aligned APAC Regional leaders on all people-related matters. This role will drive high-impact initiatives to deliver on our One Liberty strategy in Singapore and the broader APAC Region– Bringing leaders and teams together to drive a unified culture and organization. The HRBP will translate business strategy into actionable HR initiatives, lead complex employee relations cases, and own building the HR related board materials.

This role requires exceptional influencing skills, strong experience in employee relations, sound knowledge of Singapore employment legislation and industrial relations, and demonstrated experience preparing and presenting HR items to Boards and executive audiences.

Key Responsibilities:

Strategic HR Partnership
  • Partner with business leadership to co-develop and execute people strategies that support short- and long-term business objectives (workforce planning, org design, talent supply).
  • Provide data & insight-driven recommendations on organizational capability, structure, and culture.
Board & Executive Advisory
  • Prepare human capital updates (HR policies, executive compensation proposals, succession plans and risk items) for the Board and its committees (e.g., Remuneration / Nomination Committee).
  • Support governance of Board-level HR deliverables, ensuring accuracy, context and alignment to enterprise strategy and regulatory expectations.
Employee & Labor Relations
  • Lead complex employee relations and disciplinary matters, investigations and grievance processes with confidentiality, fairness and legal compliance.
  • Manage relationships with unions and employee representatives; lead collective bargaining, engagement and industrial negotiation efforts where applicable.
  • Represent the company at government or tribunal processes (e.g., MOM/TADM/Employment Claims Tribunals) with legal/regulatory partners, as necessary.
Talent Management & Leadership Development
  • Support the talent review, succession planning and leadership development programs for critical roles and leaders within the Singapore market in alignment with the broader APAC and global programs.
  • Own the leadership effectiveness strategic consultation with aligned business leaders
Change Management
Drive change management for all HR related initiatives within scope and purview – partnering with relevant COEs to deliver initiatives within market.

Experience & Qualification Requirements
  • Education: Bachelor’s degree in Human Resources, Business Administration, Law or related field. Master’s degree (MBA or MSc/MA in HR) is strongly preferred.
  • Professional certifications: IHRP or equivalent preferred.
  • Experience: 10+ years of progressive HR experience, with at least 5 years in a HR Business Partner or HR leadership role in a multinational or complex organization.
  • Board exposure: Ideally having proven experience preparing and presenting HR materials to Boards and executive committees and advising governance and succession for Tier 1 board requirements.
  • Employee/labor relations: Demonstrated track record handling complex ER issues, investigations and union/collective bargaining matters in Singapore or similar jurisdictions.
  • Regulatory knowledge: Strong working knowledge of Singapore employment law, MOM practices, CPF requirements, work pass regulations, and tripartite guidelines.
  • Sector/industry: Experience in a regulated or unionized environment is an advantage.
  • Language: Excellent written and verbal communication skills in English
  • Data & analytics: Demonstrated experience leveraging data to drive HR strategy and provide measurable initiative outcomes
