Talent Acquisition Manager/Lead - SG & HK

We are seeking an experienced Talent Acquisition specialist to manage and grow our TA capability across Singapore and Hong Kong. The successful candidate will lead a niche team of in-house recruiter(s) and drive end-to-end recruitment for diverse business units, ensuring excellent candidate and hiring experience, consistent use of our ATS, and delivery against SLAs. The ideal candidate will have a regional mindset, strong stakeholder influence, and experience building scalable recruitment processes in a global enterprise.

Main Responsibilities: 
  • Lead and develop a small team of recruiter(s), ensuring capability development, consistent standards and achievement of SLAs.
  • Own end‑to‑end recruitment delivery for Singapore and Hong Kong: intake, sourcing (including passive sourcing), assessment, offer negotiation and onboarding to ensure timely, compliant and cost‑effective hires.
  • Design and execute TA strategy for Singapore and Hong Kong aligned to business priorities and workforce plans; partner with hiring leaders to create robust staffing plans.
  • Ensure consistent use of the ATS and recruitment tools, and govern the recruitment process to maintain standardised, best‑in‑class practices.
  • Build and maintain strong relationships with senior hiring leaders, HR partners and external vendors to deliver recruitment outcomes and influence hiring decisions.
  • Partner with Internal Communications team to refresh and promote our EVP across the markets and attract high‑quality talent through multiple channels.
  • Drive inclusion initiatives in sourcing and selection practices.
  • Use data and market insights to inform talent strategies, monitor key TA metrics (time‑to‑fill, source of hire, cost‑per‑hire, pipeline health) and recommend improvements.
  • Manage the TA budget for Singapore and Hong Kong and optimise vendor/agency usage.
  • Lead regional TA projects and change initiatives that improve efficiency, candidate experience and hiring quality.
  • Stay informed on recruitment best practices and local labour market trends to keep the business competitive.
  • Drive Graduate Recruitment Programs / Early Careers initiatives locally across Singapore and Hong Kong, in line with regional approach, working closely with the Talent Development team to design pipelines, campus partnerships, internships and conversion strategies.
Experience & Skills: 
  • Degree or equivalent qualification.
  • 8+ years’ recruitment experience, including several years hiring across multiple countries in a corporate or agency environment; experience in insurance/financial services is an advantage.
  • Demonstrated track record in direct sourcing and building talent pipelines for senior and specialist roles.
  • Prior people leadership experience, ideally within a multi-country or regional operating model.
  • Proven ability to operate with a regional mindset and influence stakeholders across cultures, business units and time zones.
  • Strong stakeholder management, communication and negotiation skills with senior leaders.
  • Experience managing recruitment budgets and vendor relationships.
  • Familiarity with international compliance and data governance requirements relevant to recruitment.
  • Data-literate with the ability to use analytics to inform decisions and measure performance.
  • Resourceful, proactive and able to prioritise in a fast-paced environment.
